04.04.11 Update on the status of our Japan Program
We have been consulting many different sources of information in order to make an assessment of the feasibility of going to Kyoto this summer. Our obligations to the participants, the University, and our partners behoove us to analyze the situation thoroughly and with no less than the facts at hand. We wanted to really look at what is happening and what life is like in the Kyoto/Osaka region, which has received almost no news coverage – and with reason. Kyoto was not impacted. Our visitors last week from Doshisha University reinforced that and assured us that life continues as normal in the region. Assuming no new disaster or significant worsening of the current disaster in a manner that directly affects Kyoto, our reasons are clear. Safety is our first objective, and Kyoto is safe by all accounts. Here is what we have found:
- The Kansai region, which includes Kyoto and Osaka, has sustained no damage and no casualties from the earthquake, tsunami, or radiation. Its infrastructure is intact and operational. It has not been impacted by the rolling power outages or food shortages.
- Kyoto is actually over 450 miles southwest of the nuclear disaster site. This is more than twice the distance from Tokyo to the disaster site. The US Department of State Travel warning as of March 30, 2011 ( http://travel.state.gov/travel/cis_pa_tw/tw/tw_5398.html ), continues to recommend that US citizens evacuate the area within 50 miles from the Fukushima Daiichi Nuclear Power Plant. Otherwise, US citizens are not discouraged from travelling to unaffected areas.
- Winds have generally been blowing east, carrying most of the radiated particles released from Fukushima No. 1 out over the Pacific Ocean rather than south. While wind patterns cannot be predicted with certainty, normal wind patterns in Japan this time of year tend to move in the same eastward direction, minimizing the threat to Tokyo and neighboring countries to the west ( http://www.ijet.com/newsworthy/japan/resources.asp ).
- International organizations, including the World Health Organization, say that it is safe to travel to unaffected areas of Japan, including the Kansai region ( http://www.who.int/hac/crises/jpn/faqs/en/index3.html ). The vast majority of advice against travel from governments (including the UK, Australia, and Canada) are only limited to Tokyo and north of Tokyo, and thus do not include Kyoto (which is 230 miles southwest of Tokyo).
- A similar faculty-led (1-week) program, sponsored by another US university, just returned from the Kansai region and has reported that all went well and they experienced no difficulties or disruptions whatsoever.
- There are still 8 weeks left before the program begins, and by then most of the current uncertainty will also have likely been resolved.
- And finally, our local hosts at Doshisha University have personally asserted that they are ready and motivated more than ever to welcome us to Kyoto. They are committed to making the 2011 UNO-Japan: Study at Doshisha University program safe, worthwhile, and enjoyable for all participants.
We see this as an important opportunity for our program to come together and support Japan, our local hosts, and the local economy. We remember all too well how it felt to have people react negatively to travelling to New Orleans when the tourist areas were fine and we needed to keep the economic engines of the city running
03.17.11 Reaction to the events in Japan
Our thoughts and prayers are with our friends in Japan, particularly our partner institution, Doshisha University in Kyoto. We remember the support that we received from the Japanese people after Hurricane Katrina and we are committed to reciprocating. UNO will be hosting the Dean of the Center for Japanese Language and Culture and the Head of the International Office from Doshisha University on March 24th in order to sign a Memorandum of Understanding with Doshisha. This signing has been planned for some time and will allow us to expand our partnership and collaborative activities. Included in this event will be an opportunity to contribute through the University of New Orleans to the NOLA Japan Quake Fund, the umbrella organization set up via the Greater New Orleans Foundation.
We are monitoring news of the unfolding situation in Japan and related U.S. State Department Travel Advisories very carefully. We are reserving final judgment about our summer program in Japan until we have the opportunity to speak to Dean Yamauchi and Mr. Nishioka next week. Fortunately, Kyoto was not damaged by the earthquake or tsunami and is located over 300 miles south from the nuclear reactors at Fukushima. These events do not pose a risk to Doshisha at this time, but we are aware that the situation must be analyzed very carefully. We expect that by March 31st we will be able to make a final determination about the status of our summer program in Kyoto that begins on May 29th. Thank you for your patience and for your support of our partners and friends in Japan.
